Terms of Reference: Social Media Campaign using Nano Influencers to Promote trust in Covid -19 Prevention and containment measures in Nairobi Informal settlements **

Project brief

Oxfam Kenya ‘Tuko Pamoja (We’re in this together)’ Project; Reinforcing COVID-19 behaviour change in urban informal settlements and responding to urgent needs of survivors of Sexual Gender Based Violence aims to run a series of campaigns using social media platform to reduce misconceptions and negative perception about covid-19 prevention and containment measures and drive positive behaviour to prevent and contain spread of Covid- 19 in selected informal settlement in Nairobi. **

The campaign will be anchored on Oxfam on going work on Community Perception Tracker (CPT) a digital technology in Public Health Promotion. CPT uses mobile tool to enable staff to capture, analyse and understand the perceptions of communities during disease outbreaks which is an activity that is carried out as an accompaniment to an existing program. Oxfam aims to compliment CPT work with social media campaigns using Nano Influencers to help develop further innovative ways of using CPT for stronger community engagement not only in disease outbreaks but other sectors such as Peace building advocacy campaigns etc.

Oxfam is therefore seeking to engage with a social media marketing organization that uses Nano influencers to reach wide range of audience in the informal settlement of Nairobi. The work will build on Oxfam Public Health Promotion principle of building on people’s knowledge of risks and disease prevention to promote positive health seeking behaviour mostly through community engagement. And based on CPT objectives strive to better document evolving covid-19 context, swiftly adapt programmes based on communities’ perceptions, advocacy on behalf of communities and effectively monitor changes in comprehension and behaviour.

Scope of work

The work entails social media behaviour change campaign using ‘nano influencers. who are trusted by communities and will be identified by social media marketing organization. Public health messages will be shared through this network, and impact will be measured by the Community Perception tracking feedback. Behaviour change will be further reinforced by Community Based Organizations (CBOs) supported by Oxfam. The organizations will be involved in gathering of community Perceptions, reinforcing social media conversations, and other IEC (Information education and communication) activities through song, video, theatre, murals adapted and crafted from CPT and social media campaigns findings. Similarly, the CBOs will coordinator closely with county health in developing context specific communication messages and activities in line with ministry of Health and county health guidelines.

· Geographical location -2 informal settlements Mukuru & Korogocho

· Number of campaigns -three campaigns spread over a period of nine months

· Duration Per campaign- six weeks (running concurrently in the two settlements)

· Interval between one campaign and another -1 month

· Estimated Reach is 140,000 people

· Engagement -28,000 people per campaign

KEY DELIVERABLES:

Campaign Objective: Promote and strengthen Covid -19 preventive and containment protocols

Expected outcomes: Positive behaviour change in reduction of Covid-19 Public Health risks.

ACTIVITIES:

· Identify and analyse target audience through social media platforms.

· Identify and analyse pieces of information to develop campaign messages.

· Develop flexible adaptable Covid -19 campaign messages in coordination with Oxfam and CBOs

· Identify trusted influencers to push campaign messages and sway negative perceptions and opinion on Covid -19 and SGBV both online and offline audiences.

· Reinforce Covid -19 messages to demystify myths, doubts, and questions on covid-19 through influencers.

· Administer baseline survey to establish negative sentiments and myths before the campaign.

· Conduct Influencer debriefing and incorporating campaign insights into weekly reports and end of campaign reports.

· Measure engagement – likes, shares, comments on social media.

· Share actionable lessons generated and recommendations to influence future campaign programming.

EXPECTED TIMEFRAME OF ENGAGEMENT

It is expected that the total duration for assignment will be spread a period of 9 months,

starting June to 2nd June 2021 to 31st January 2022.

Bid Requirements

Consultants who meet the requirements of this assignment should submit Expression of Interest of MAXIMUM OF 10 PAGES which should include the following:

a) Suitability statement that express commitment to availability for the entire period of the assignment.

b) Brief statement on the proposed methodology including a detailed work plan.

c) 3 links to work samples demonstrating most relevant previous productions

d) Updated curriculum vitae of the consultant/s clearly spelling out the relevant qualifications and experience.

e) Contacts of three organizations that have recently contracted the consultant to carry out similar tasks.

f) Financial proposal with daily costs per activity which shall be part of the 10 pages.
