IOM works with partners, government and civil society to:

IOM’s Regional Office for the East and Horn of Africa supports and monitors the following countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda. Through a team of specialists, the Regional Office supports the development, implementation, monitoring, reporting and evaluation of projects and initiatives undertaken by country offices and regional programmes.

In April 2021 the East and Horn of Africa regional office launched its STRATEGIC RESPONSE AND RECOVERY PLAN 2021 (SRRP). The plan is a follow-up of the 2020 IOM regional Strategic Preparedness Response to COVID 19, which set out the region’s priorities in response to the COVID 19 pandemic in 2020.

IOM is supporting East Africa community (EAC) Secretariat with the implementation of a regional project “WASH and health promotion sensitization and awareness on COVID- 19 and other communicable diseases in the EAC region”. The overall goal of this project is to increase awareness and enhance health and hygiene protective behaviours and practices to prevent the spread of zoonotic and water-borne infectious diseases including COVID-19, in selected high risk areas along transport and water way corridors in Partner States (Kenya, Uganda, Tanzania, Burundi and Rwanda and South Sudan).

The project will also install fixed handwashing facilities in each selected country. It is expected that more than 1 million of people will be reached with health and hygiene promotion initiatives in 6 countries and 19 fix handwashing facilities installed in selected hotspot areas along migratory routes including transport and waterway corridors.

In addition to this, IOM is currently implementing the regional programme “EU Response to Health and Socio-economic Impact of COVID-19 in the Intergovernmental Authority on Development (IGAD) Region”. The overall objective of the multi-partner project is to contribute to mitigate the impact of the COVID-19 pandemic in the IGAD countries responding to the call for international support made by IGAD Heads of States, Health and Finance Ministers. Under the overall technical leadership of Ministries of Health and WHO, IOM will contribute to Objective 2 (increased access to health and socio-economic support for vulnerable groups) of the project, namely:

• Deliverable 2.1: Health response capacity and continuity of essential health services ensured

• Deliverable 2.2: WASH services provided in selected sites

• Deliverable 2.3: GBV and gender-responsive actions integrated in the COVID-19 response.

• Deliverable 2.4: Final beneficiaries are sensitized through awareness raising activities and community engagement

IOM’s current health programming is aligned with the IOM SRRP and relevant global and regional health plans of concerned stakeholders and agencies including the Regional Economic Commission (EAC and IGAD). Furthermore, the regional programmes are contributing to the achievement of the regional migration strategy for East and Horn of Africa addressing the health component.

Under the overall supervision of the Regional Director, in coordination with the Regional Thematic Specialists (RTS), the Regional Health Assessment Programme Coordinator (RHAPC) for Sub-Saharan Africa, and the Regional Migration Response Plan (RMRP) Coordinator, and under the direct supervision of the Regional Migration Health Specialist for East and Horn of Africa , the successful candidate will provide substantive support for the effective coordination and implementation of the two regional health related programmes, namely the IOM IGAD/UNOPS project “EU Response to Health and Socio-economic Impact of COVID-19 in the IGAD Region” and the EAC/IOM/GIZ “WASH and health promotion sensitization and awareness on COVID- 19 and other communicable diseases in the EAC region”.

Core Functions / Responsibilities:

  1. Provide financial backstopping for two regional health projects in line with internal and donor requirements. Ensure that the budget lines are respected and that burn rates reflect the effective use of funds.
  2. Provide advice and substantive inputs for project implementation activities, donor reports, and other reports produced by the office while maintaining close guidance and coordination with IOM Country focal points.
  3. Collect and assess data on both project activities for internal and external reports of IOM, clarifying outputs, achievements, challenges, corrective measures taken as well as future plans.
  4. Ensure that the projects meet their intended scope, deadline, quality and budget. Notify relevant officials in a timely manner of any pertinent change request and advise of any delay or workaround required for timely completion of activities.
  5. Manage and coordinate the procurement and distribution of Personal Protective Equipment(PPE) and other necessary equipment and ensure that the resources are properly and effectively utilized for the provision of services to the beneficiaries.
  6. Ensure the start-up of all IOM components of the IOM EAC regional project in coordination with Country Offices (COs), identifying synergies with other projects.
  7. Liaise with, guide and support implementing Country Offices (COs) to ensure delivery of agreed work plans, specifically aiming at increasing effectiveness, and recommend or take appropriate action when needed.
  8. Establish and maintain coordination with the Regional Thematic Specialists (RTSs) on operational progress and implementation of regional initiatives supporting the COVID response, and research and assess opportunities to expand activities, in particular with the Migration Health RTS.
  9. Review and evaluate periodic regional and country reports, donor briefings and papers prepared by IOM missions and prepare regional progress and other reports to ensure proper information exchange between all stakeholders.
  10. Design and establish a monitoring plan and accompanying tools for the regional COVID 19 projects.
  11. Assess and identify capacity building needs for IOM focal points and partners and develop and conduct relevant thematic trainings to address these capacity gaps in coordination with the RMRP Coordinator/RTSs/COs.
  12. Coordinate and liaise with IOM regional and country projects and platforms with COVID-19 dimensions to promote coherence and synergies in COVID-19 regional programming, in particular, but not limited to, the Regional Migration Response Plan (RMRP) for the Horn of Africa and Yemen and the EAC-IOM-GIZ regional project on Hygiene and health promotion
  13. In coordination with the Regional Project Development Officer and relevant RTSs, developCOVID-19 response regional proposals.
  14. In coordination with the Regional Media and Communications Officer, identify visibility opportunities highlighting (a) COVID 19 impact in the region and/or (b) IOM’s response to COVID-19.
  15. Conduct field visits as needed to monitor and support IOM country implementation of the regionally managed COVID 19 projects and to provide advice and problem solve.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Social Sciences, Public Health, International Cooperation/Relation or a related field from an accredited academic institution with five years relevant experience, or

• University degree in the above fields with seven years relevant professional experience.


• Experience working in emergency context, in a coordination and project management function;

• Experience of management of complex and multi-country/multi-partner programmes;

• Experience working in the region or continent with UN or International Non-Governmental Organizations;

• Previous work experience on health and WASH programme;

• Proven experience as leading or coordination role in projects with Point of Entry component and cross-border issues;

• Previous work experience in at least 3 countries in East and Horn of Africa;

• Experience working in Yemen or in any related countries of the Gulf of Aden is a strong asset;

• Consolidated work experience on outbreak response and COVID-19;

• Experience of working in the field of health and migrants is a key requirement.


• Sound knowledge on Behavior Change Communication (BCC) Strategy;

• Excellent writing and communication skills; ability and proven track record to prepare and present clear and concise research papers and reports in English

• Demonstrated analytical and creative thinking skills;

• Demonstrated coordination and negotiation skills;

• High computer literacy; familiarity with standard word processing, spreadsheet, database, publishing, internet research, and e-mail communication;

• Personal commitment, flexibility, efficiency and drive for results; ability to perform research and make effective decisions under time pressure;

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Ability to work with a wide cross-section of research partners: Government, NGOs, communities, academic institutions, media and international donors.


IOM’s official languages are English, French, and Spanish.
