    40% of food wastage in Kenya is caused by post harvest losses. CS Mithika Linturi held a consultative meeting with H.E Governor Dr. Moses Badilisha Kiarie of Nyandarua County.

    The two levels of government are working together in operationalizing the cold storage facilities that MSEA constructed in the county.

    To reduce milk loss, 35 coolers will be delivered to the county as per the President’s directive.

    They explored additional ways to partner with the county in establishing an agro-processing horticultural plant in Kinangop.

    Further, they discussed the progress of subsidized fertilizer distribution in Nyandarua. The CS mentioned that supplies have been dispatched to Nyahururu, Ol Kalou and Kipipiri.

    He urged NCPB to expedite the process and encouraged farmers to take advantage of this opportunity.

    South Kinangop public schools have had the lions share in Dedan Kimathi Foundation’s voluntary tree planting. Most of the school benefitted from the program that began in 2019.

    Kenyatta Road Primary School is one of the schools that has achieved a high survival rate of trees planted. The teachers and pupils have had their ups and downs in growing the trees and they have good results to show.

    A section of the Green Army spent the day conducting enrichment tree planting in Kenyatta Road, St. Marys Kenyatta Road and Kaugi Primary schools planting 600, 500 and 400 exotic tree seedlings in each school respectively. The schools were pleased to receive cypress and pine tree seedlings that are known to do well in the region besides their high timber value.

    Teachers lauded the Foundation for supporting schools to grow trees by providing as much tree seedlings as the schools require. They further promised to ensure the trees are well cared for to thrive.

    Dedan Kimathi Foundation environmental team was pleased by the progress made by the trees planted previously. They promised to continue availing tree growing support to schools of highest tree growing commitment to continue contributing to climate change mitigation.

    Tension and Teargas as Raila’s Azimio led Convoy Hits Police Roadblock in Pipepline Nairobi

    Raila Odinga’ Azimio team have been dispersed after it encountered heavily armed security personnel while demonstrating in Pipeline area Nairobi.

    The problem started when Raila’s convoy neared Outer ring road, where police had mounted a huge roadblock. A huge crowd that was accompanying Azimio’s convoy was forced to scamper for safety when police rained teargas canisters on them.

    Raila’s convoy was forced to make a stop for over five minutes as teargas ruled the air. After things calmed down, the convoy was forced to make a U-Turn and went back using the route it came from.

    The convoy was said to be heading to town for mega demonstrations but was prevented from accessing outer ring road.

    Water canons were also used during repulsion that saw supporters scamper for safety. The convoy had sneaked its way through Imara Daima, Mukuru kwa Reuben, and was in Pipeline before teagas came calling.

    There was peace for the better part of the procession starting at Capitol Hill until they encountered a police roadblock. It had been reported that the team was heading to Jacaranda grounds before it changed the plans.

    14 dead after Pwani University bus collides with matatu

    At least 14 people were confirmed dead on Thursday after a Pwani University bus collided with a matatu at the Kayole Bridge on the Nairobi-Nakuru highway.

    Naivasha Deputy County Commissioner Kisilu Mutua confirmed this number of fatalities but said more bodies could still be in the bus.

    “That is the latest figure but the number could be higher. I am still getting updates from traffic officers and hospital authorities,” said the administrator.

    Pwani University Deputy Vice Chancellor James Kahindi said students were heading to the Chepkoilel campus for a national sports event when the accident occurred.

    Prof Kaindi said two buses left with 120 learners, four drivers and one sports officer.

    “The students left the school this morning and on reaching Naivasha, they had an accident. We have asked our chief security officer, who was in Nairobi on official duty, to go there and give us more information so we can inform the public. We are in Kilifi, relying on information from other people,” he said.

    Both the bus and the matatu were heading towards Nakuru.

    Eye witness Ruth Wambui said the bus driver lost control of the vehicle after hitting the matatu that was joining the main road after picking up a passenger.

    “The bus driver hooted continuously, with the vehicle moving at high speed,” she said.

    Another witness, Simon Njoroge, said the brakes of the bus failed during a steep descent.

    “The bus hit the matatu twice from the rear end before it landed in a ditch by the road,” he said.

    It was a chaotic scene at the Naivasha sub-county hospital as medical personnel attended to the injured.

    Azimio coalition leader Raila Odinga was among those who sent a condolence message following the accident.

    CRA Recommends Special Account for Deposit of Equalization Funds

    The Commission on Revenue Allocation (CRA) is seeking the establishment of a special account where appropriated monies of the equalization funds will be deposited before being distributed to respective county governments.

    The Commission today submitted its views on the Equalization Fund Appropriation Bill, 2023, to the Senate Committee on Finance and Budget.

    CRA Calls for Specific Account to Hold Funds

    CRA Vice Chairperson Koitamet Olekina noted that the Bill needed to specify where the funds would be deposited as there was no indication as to where the amounts would be paid.

    “There is need to amend the clause by inserting 34 Special Purpose Funds established in CBK will be opened by the Board where the appropriated funds will be deposited. Once matrix is approved, the money will be sent to the various bank accounts for each of the counties established by PFM Equalization Regulations,” said Olekina.

    The Bill was first brought before the Senate on March 7, after which the Standing Committee on Finance and Budget invited key stakeholders to submit their views on it.

    The Bill seeks to authorize the issue of Ksh 13.8 Billion from the Equalization Fund to finance development projects in 34 constituencies.

    Equalization Fund Appropriation to date

    The Equalization Fund was established under the 2010 Constitution and required that 0.5% of the National Government’s revenue be paid into the Fund.

    The Government shall use the Fund to provide basic services only, including water, roads, electricity and health facilities to marginalized areas, equal to how the rest of the nation receives the services.

    The Fund can only be used through an Appropriation Bill enacted by Parliament. If the monies in the fund are unspent in a particular year, they shall remain the Fund for use per the constitution during subsequent years.

    The Fund had no allocation in 2011-2014, and by then, the CRA had not yet developed the First Policy identifying marginalized areas.

    In 2017, Ksh. 12,400,000,000 was appropriated through the Equalization Fund Appropriation Act 2017 and was administered through guidelines published through a Gazette Notice.
