  • Research Highlights Need To Adjust COVID Vaccination Approach

Research Highlights Need To Adjust COVID Vaccination Approach

The KEMRI-Wellcome Trust Research Programme has today released the results of its latest modeling on COVID-19 vaccine scale-up within the country.

The analysis found that Kenya’s COVID-19 vaccination campaign can achieve greater value for money if it focuses on the elderly, rather than a strategy that pursues scaling up vaccines to the whole population.

In a press release after releasing the results, Prof Edwine Barasa, Director at the Nairobi Programme of the KEMRI-Welcome Trust Research Programme said the new data suggests that “we can fight COVID more effectively by re-focusing our efforts on those who need it most.”

“Vaccines work, and ensuring older adults and other at-risk groups receive them quickly is the best way to achieve greater health outcomes and is better value for money,” he said.

Prof. Barasa said they hope that the data helps policymakers across the continent determine how to structure impactful, cost-effective, long-term COVID-19 responses.

Justice Novignon, head of the Africa CDC’s Health Economics Unit said that Countries need to re-focus their COVID-19 vaccination programs on the kinds of strategies that will save more lives for less money, especially in settings with overall low risk of severe disease and death, high natural immunity, and constrained resources as is the case in Kenya and Africa more broadly, targeting the elderly and those with risk increasing comorbidities rather than to the whole population.

“The game has changed on COVID-19 and we have to make every last dollar count,” he said

Prof Joachim Osur, Public Health Specialist and the Vice-Chancellor, Amref International University said the critical analysis can help sharpen “our focus as we try and balance COVID vaccination campaigns with other essential health programs.”

“It is time to integrate COVID fully into our regular health system, so we can right-size our COVID-19 vaccine program while also regaining ground against other infectious diseases, such as HIV, TB, and malaria,” he said

The KEMRI-Welcome Trust research team modeled a broad range of COVID vaccine scale-up scenarios and tested each one for cost-effectiveness and its impact on the spread of the disease.

These forecasts estimate what would happen if vaccine scale-up reached 30 percent, 50 percent, or 70 percent of the Kenyan population, under both slow (18 months) and rapid (6 months) scenarios.

The research found that scaling up to 30 percent vaccine coverage is highly cost-effective; while the 50 percent and 70 percent scenarios were not, given the lower risk of severe disease and death and high natural immunity due to previous exposure.

Under both the slow and rapid scale-up scenarios, reaching 30 percent coverage with priority given to adults over 50 years averts a substantial number of new infections and deaths; 32 per 100,000 new infections in the 18-month scenario, and 39 per 100,000 in the rapid scenario; as well as 8,100 or 9,400 deaths respectively.

Reaching a threshold of 50 percent and subsequently, 70 percent would avert an additional 1,100 deaths under the slow scenario and an additional 400 deaths in the rapid scenario.

In Africa, only 15 percent of the population has received two vaccine doses and vaccination campaigns have slowed across the continent due to low demand for doses as well as gaps in the delivery systems needed to roll them out.

Kenya’s campaign began in March 2021, one year after the first recorded case and more than 17 million doses have been administered since then covering 15 percent of the total population. Currently, the country aims to vaccinate 100 percent of all adults by the end of 2022.

COVID-19 has had several negative impacts on the health system in Kenya over the past two years. Between 2019 and 2020, data from the Global Fund to Fight AIDS, TB and Malaria show that the number of malaria cases treated in the country fell by 27 percent, HIV testing fell by 37 percent and more than 10,000 fewer individuals were treated for tuberculosis.

  • Exciting Times For Migori Horticulture Farmers As Demand Grows

Exciting Times For Migori Horticulture Farmers As Demand Grows

Migori County faces unprecedented demand for horticultural crops, amid an acute shortage of the product in local markets.

However, one farmer, Maurice Odera stands tall in the area as an upcoming farmer who has seen a silver lining in horticulture. Mr. Odera from Wi Pith Kabiero village in Central Kanyamkago location in Uriri Sub County, braved a journey of nearly 300 kilometers to the all fertile land region of Ramogi village in Suna East Constituency, in what would mark the beginning of a new life upon migrating from his sleepy home within the sugar-belt.

“I migrated to Ramogi village four years ago and immediately picked on a new line of farming horticultural crops away from growing sugarcane which was not giving me any good income,” he told KNA during an interview Wednesday. He says the people from his original home area have grown sugarcane for many years, but have never seen tangible benefits from such farming, which is so involving, expensive, and with an un-promised return.

In 2018, he and his wife ventured seriously into farming tomatoes, onions, passion fruits, and all types of vegetables. They have since been increasing their farm acreage under the crops every year. “From a paltry quarter acre that we started with, we are now doing a total of over 20 acres, scattered in all parts of Suna East Sub–County,” said Mr. Odera with a broad smile as he confirmed a good income ever every year.  He disclosed that about Sh1 million lands into his pocket every year from farming these crops.

Consequently, farmers from Migori have been advised to embrace horticulture farming as a sure means to ripe maximum wealth. The region’s horticulture development authority (HCDA) branch manager Mr. Lawrence Wambura says that such crops as passion fruits, vegetables, and tomatoes ensured good earnings to farmers since they are sold on a daily or weekly basis. Speaking in Migori town, Wambura noted that such crops also have ready markets throughout the year in the country and abroad as opposed to other farm products like maize and sugarcane.

He regretted the apathy that the local farmers hold towards horticulture farming, saying they had not learned from the numerous problems they have been encountering in maize and tobacco farming in the past years.

The official explained that the production of fruits and vegetables was still very low in the region because almost 99 percent of the local farmers engage in planting sugarcane, tobacco, and maize on large scale.

The region depends on fruits and vegetables from far-flung areas of Kericho, Nakuru, and Kisii, as well as from neighboring countries, Uganda and Tanzania.

“Horticulture fruits have a wider market which spreads from Nairobi to Mombasa, and from Kampala to Dar-es-salaam in the neighboring countries Uganda and Tanzania. You better grab this opportunity to put much of your land under fruits and vegetable growing,” he told the local farmers.

He said the crops can be produced on a large scale by embracing the latest technologies in horticulture farming through irrigation, greenhouse, and shade nets farming.

  • Politicisation of the tea reforms by CS Peter Munya

Politicisation of the tea reforms by CS Peter Munya

Muranga, 13th April 2022: Our attention has been drawn by unfortunate remarks made by Hon Peter
Munya, Cabinet Secretary Ministry of Agriculture, Livestock, Fisheries, and Co-operatives, regarding the
contribution of the Kenya Tea & Coffee Lobby Group to the total overhaul of the tea sector.

    This overhaul that we have been right at the center of has seen farmers enjoy better returns, remove decade-old theft machinery, and entrenchment of corporate governance in the management of the tea sector in Kenya. The Kenya Tea & Coffee Sector Lobby wishes to remind Cabinet secretary Peter Munya of the following;
    • Tea farmers approached Irungu Nyakera, chairman, of Kenya Tea & Coffee Lobby Group
in 2018 to fight and agitate for their rights. At that time, nobody else was keen to listen to farmer
issues, that were even exposed in the forensic audit report on the management of the tea sector
    • In 2018/19 we met with different stakeholders to better understand issues faced by tea
farmers for us to push for reforms. We also met with the then Cabinet Secretary, Agriculture
    Mwangi Kiunjuri.
    • in 2019, the lobby wrote to the Directorate Of Criminal Investigations and Office of
Director Of Public prosecutions to charge KTDA management with fraud and misuse of public
    funds
    • In 2019, the lobby went to court to stop the elections of KTDA rotating directors and was
unsuccessful. We then went ahead to file another petition to stop the confirmation of any
directors elected and we were successful. This was a historical the first successful case against
    KTDA.

•the lobby reached out to the Office of the President and on 14th January 2020, the President read out our tea reform proposals at state house Mombasa and said the government is committed to making these reforms a reality. On this same day, the President appointed Minister Munya as minister for agriculture with a mandate to reform the tea sector.

•Kenya Tea Sector Lobby organized 400 members who are tea farmers to assemble at Uhuru Park at 9:00 Am on Thursday, December 17, 2020, for a peaceful march to attend a court case filed by KTDA against the reforms instituted by the government at the Milimani Law Courts, Nairobi. The farmers later marched to the Senate to press for the passing of the Tea Bill.

•22ND December 2020, the successful passage of THE TEA BILL by the Senate injected fresh hope into Tea Farmers through radical policy and structural reforms to the tea sector, assuring farmers of better returns through the purging of cartels and middlemen, overhauling old and tired leadership at KTDA and factories, and forcing KTDA to focus on marketing and value addition.

•30th April 2021, Minister Peter Munya appointed our chairman Irungu Nyakera to chair the National Technical Working Committee on the Design, Development, and Implementation of the Tea Industry Price Stabilization Framework. 12th March 2021, The president through Executive Order number 3 of 2021, in the revitalization of the tea sub-sector

•September 22nd, 2021, the Cabinet Secretary quoted the proposals by the Irungu Nyakera Led committee during the induction of KTDA factory directors in Mombasa. These proposals included the Tea Price and Income Stabilization Fund being run by the Tea Board of Kenya (TBK) with a board comprising of representatives of the PSs for Agriculture, Trade, and National Treasury, the Chief Executive of TBK, a company secretary, and other co-opted members.

•7th March 2022, The Cabinet Secretary officially received the final report from the National Technical Working Committee on the Design, Development, and Implementation of the Tea Industry Price Stabilization Framework.

The lobby applauds the good work done by CS Munya, to the benefit of tea farmers. However,
the minister has started eroding these sacred gains by politicizing tea reforms and fighting our
Irungu Nyakera during his visits to Muranga County.

All through this journey, Irungu Nyakera, and Minister Munya have unanimously agreed that farmers’
issues should never be politicized and we wonder why the minister is forgetting this solemn oath to
farmers. Despite being in different political coalitions, issues of farmers’ should give all Kenyans an
    agreeable middle ground.

With Irungu Nyakera being a principal member of the Kenya Kwanza coalition, applauds the William Ruto to Irunga Nyakera, on the sidelines of the coalition signing ceremony, that his government will prioritize the completion of the ongoing tea reforms. The contribution of Irungu Nyakera to the Tea sector reforms is significant and indelible.

  • Let’s cool the political temperatures ahead of 9th August General Elections

Let’s cool the political temperatures ahead of 9th August General Elections

As the 9th August 2022 general elections draw near, the rise in political temperatures witnessed across the country continue continues to drive jitters among Kenyans. In the past few months, pockets of political violence have been reported in some parts of the country.

Further, the country has witnessed swirling political alliances taking place, however, the fluidity of these political identities, combined with the familiarity of the personalities involved, looks to be breeding some cynicism among the electorates. The alliance building is, unfortunately, balkanizing and zoning the country instead of promoting a democratic united Kenya.

As members of civil societies, we hold that an electoral process that takes a wrong turn could potentially threaten the country’s aspirations of having peaceful, free, fair, and credible elections.

Political party primaries are the foundation upon which a credible election is held and as such, political parties are required by law to conduct their nominations and submit a list of successful candidates who will contest in the main election to the IEBC.

Over the years, party nominations have been a do-or-die affair for some areas characterized as party strongholds. In regions with party strongholds, nominations are in many ways the end of elections with the party ticket holders assured of political seats. The joint civil society says that this year’s nominations will no doubt be any different. The stakes are high in such areas and all the hopefuls are leaving nothing to chance in their bid to win their respective parties’ tickets.

With tensions across the political landscape already high because of the ongoing political party primaries, the group is urging political parties to ensure that they conduct their nominations in a peaceful, free, and democratic manner.

The group, therefore, calls upon parties to adhere to the rule of law and their nomination rules to give legitimacy to the outcome of this process appealing to political parties to provide civic and voter education to their members to enable them to make informed choices during the party primaries.

The group calls upon parties to ensure they use their official Party Registers during the nominations in line with the Political Parties Act and the direction recently issued by the courts. Parties should also ensure that Special Interest groups (Women, Youth, People Living with Disabilities) are included in the exercise.

It’s also expected that all disputes arising from the party primaries will be resolved properly and timely and ensure the rules of natural justice are adhered to. properly and timely We believe that all parties have put in place appropriate Internal Dispute Resolution Mechanisms (IDRMs) to deal with any arising disputes. Should the IDRMs fail, parties also have other avenues of redress including the Political Parties Dispute Tribunal (PPDT) and subsequently the High Court.

The political party members participating in the primaries ensure that it will not just be a winnowing process to separate the chaff from the grain, but rather a rigorous process to filter out individuals with questions about their integrity from contesting for office. The group further is urging political parties, who act as the first gatekeepers in the electoral process, to lock out persons implicated in corruption scandals and abuse of office from contesting for public office under the party’s ticket.

Political parties also must defend the Constitution of Kenya 2010 and national values and principles of governance provided in Article 10 including Chapter 6 on Leadership and Integrity. Furthermore, such individuals taint the image of the party.

Finally, the group is acknowledging the launch of the Election Security Arrangement Project (ESAP). We believe that a peaceful election environment is a necessary condition for the realization of a credible, peaceful, free, and fair election urging the Commission to hasten the process of training the security officers focusing not only on the election day but also on the period building up to the election’s day.

Finally, the group is perturbed by the pockets of violence popping up in different parts of the country as just recently, the Azimio presidential candidate’s chopper was stoned in Soy Constituency, Uasin Gishu County.

The local media has also been rife with incidents of assault on political aspirants. An ODM aspirant for Bombamba Ward was hacked to death last weekend, after arriving in Kisii for the party primaries. Our attention has also been drawn to reports of a UDA politician from Mvita, Mombasa county who was shot and injured last week in Tudor coming under the backdrop of the unresolved deaths of two individuals as a result of politically instigated violence between two political rivals in Kenol, Muranga county.

We believe that these incidents are a recipe for a chaotic election. Political violence should not be tolerated in a democracy where the citizens are expected to exercise their right to choose leaders without fear or intimidation. Citizens have the power provided in Article 1 of the Constitution to exercise their sovereignty through democratic elections.

Law enforcement agencies have been urged not to relent in their quest to ensure that the August 9 General Election is peaceful. The police should quickly investigate all cases of violence and bring the culpable to book. We call on politicians and their supporters to exercise restraint and allow those with different political ideologies to hold their meetings/rallies without disruption.

As political activities around the country intensify, we note with concern the continued misuse of state resources by state officials during campaigns. Such unjustified use of state resources are electoral malpractices that corrupt the electoral process, and undermines the aspirations of Kenyans as espoused in Chapter 6 of the Constitution of Kenya, 2010; the Leadership and Integrity Act,2012; and the Public Officer Ethics Act,2011; provisions that respectively call for public integrity, prohibits the wrongful or unlawful influence by state officers in the acquisition of property and calls for state officers not to misuse state resources entrusted to them.

It is a blatant, unacceptable affront to the basic principles of democracy and governance, and they must be put to an end forthwith. We call upon the Electoral oversight institutions to enlist citizens’ involvement in monitoring, intervening, and reporting the use of public resources in the upcoming elections.

Cases of electoral disinformation and misinformation have been widespread through digital media; We are concerned that Social Media influencers have become guns for hire who churn out disinformation and hate speech, and are now aligned with politicians.

With voters lacking awareness and knowledge to detect disinformation when making their voting choices during elections, this will compromise the quality of our electoral processes. We are aware that the Constitution Commissions have limited capacity and are unable to discharge their constitutional mandate, especially in the implementation of laws and regulations on misinformation and disinformation and digital engagements with politicians.

We call upon Journalists not to be compromised and manipulated during elections because of their low capacity to fact-check, verify fake news, and practice independence from politicians. We also appeal to the Civil Society leadership to coordinate and monitor misinformation and disinformation and hold institutions of governance accountable. We call upon the National Cohesion and Integration Commission (NCIC) and technology Companies to collaborate and deal with tribal nuances that precipitate violence during the electioneering period.

As one of the leading democracies in the region, it is incumbent upon Kenyans and the relevant institutions to protect and promote the right of every Kenyan to credible, peaceful, free, and fair elections. As members of civil society organizations gathered here, we wish to inform members of the public and election management institutions that we are keenly monitoring and observing these processes and will be issuing periodic reports to the public.
