    Staying Safe Between the Sheets – Spotlight on Sexual Health

    Have you had your HIV test this year yet? If not, take time this week to get tested. Regular testing for STIs is also crucial. Consider discussing STI testing with your partner(s) before engaging in sexual activity to ensure transparency and safety.

    Open and honest communication with your partner(s) about sexual health, STI status, and birth control options is vital for fostering a healthy sexual relationship. Additionally, getting vaccinated against STIs, such as HPV, hepatitis B, and herpes, is recommended by healthcare providers and can provide important protection.

    Sexual health encompasses not only physical well-being but also emotional, mental, and social wellness concerning sexuality. It is far more than just the absence of disease or dysfunction. Many people suffer when they lack bodily autonomy, control over their reproductive choices, or the freedom to experience safe and consensual sexual relationships. Access to contraception and the necessary information to make informed decisions about sexual health is an essential aspect of achieving overall sexual well-being.

    In Kenya, the percentage of married women using modern contraceptives has steadily increased over time, from 32% in 2003 to 57% in 2022. Over the same period, the unmet need for family planning declined from 27% to 14% (KDHS 2022).

    Contraceptive uptake is measured using the Modern Contraceptive Prevalence Rate (mCPR), which is the percentage of WRA who are using, or whose partners are using modern contraceptives. The country aims to achieve 64% mCPR by 2030.

    While remarkable strides have been made in providing access to safe contraception methods, there remains a significant gap in empowering the population with the necessary information to enable individuals to make informed decisions about sexual activity.

    In a September 4 press release marking World Sexual Health Day, Marie Stopes Kenya (MSK) identified the lack of Comprehensive Sexuality Education (CSE) as a critical issue that continues to leave many young people vulnerable. MSK emphasized the pressing challenges faced in Kenya, particularly the absence of comprehensive sexuality education for adolescents and young people.

    “This education gap has resulted in high rates of unintended pregnancies, unsafe abortions, and sexually transmitted infections (STIs) among adolescents,” read the statement.
    In light of these challenges, MSK has called on the Kenyan government to prioritize the funding of reproductive health, particularly family planning, stressing that this is not only a health concern but also a matter of human rights and social justice.

    “Investing in sexual and reproductive health is essential for empowering individuals to make informed choices about their health and their futures,” MSK. The organization highlighted the societal benefits of ensuring access to family planning services, explaining that it can contribute significantly to the well-being of the broader community.

    Furthermore, MSK is urging for the adoption of an inclusive approach to advancing Sexual and Reproductive Health and Rights (SRHR). This approach is captured in the Family Reproductive Healthcare Bill of 2023 and seeks to address all aspects of sexual and reproductive health to ensure that everyone has the opportunity to achieve the highest possible standard of sexual well-being. Sexual health, the organization added, is fundamental to achieving overall health, gender equality, and social and economic development.

    MSK stressed the importance of recognizing, respecting, and protecting sexual health for all. By working together, it believes that a society can be built where every individual can reach the best possible standard of sexual and reproductive health and well-being.

    In line with safeguarding sexual health which includes reducing the risk of sexually transmitted infections (STIs) and unintended pregnancies, here is some practical advice on maintaining your sexual well-being.

    You can adopt several key practices that prioritize your sexual health and well-being while also protecting your partner. First and foremost, it is essential to use condoms consistently and correctly every time you engage in sexual activity, whether it be oral, anal, or vaginal sex.

    Using water-based lubricants during sex can help reduce the risk of condom breakage and enhance pleasure. It is also advisable to avoid sharing sex toys. If sharing is unavoidable, use condoms on the toys and ensure they are cleaned thoroughly before and after use. Limiting the number of sexual partners and being aware of their sexual history and practices can further minimize risk.

    Moreover, it is important to avoid alcohol and drug use before and during sexual activity, as these substances can impair judgment and lead to risky behaviors. Practicing self-care by getting enough sleep, maintaining a healthy diet, and managing stress can also contribute positively to sexual health and overall well-being. Finally, it is crucial to seek medical attention promptly if you experience any STI symptoms or have had unprotected sex with a partner whose STI status is unknown.

    By adhering to these practices, you can maintain and protect your sexual health, contribute to your overall well-being, and ensure a safer, healthier society for all.

    Kenya Railways Corporation (KRC) has onboarded premium class coaches that will operate on the standard gauge railway (SGR) Madaraka Express passenger train.

    According to Ministry of Roads and Transport CS Davis Chirchir, the services will be useful to customers on a working trip since the coaches are designed to allow them to work at the same time have a rest.

    The service has also considered efficiency, comfort, luxury, safety, security, and convenience.

    Earlier, Chirchir had toured the Nairobi Commuter Rail (NCR) Service stations to assess the services offered.

    He pointed at ticketing, rehabilitation of rails, and furnishing the terminals with modern facilities as short-term remedies to improve the services of at least 20,000 commuters who use train services daily.

    “Construction of new 58-kilometre rail at Sh65 billion that is expected to transport at least 100,000 commuters daily will be operational by 2025,” he said.

    To achieve the decongestion of Nairobi city has been a menace, the government is also working on comfort and convenience so that Nairobi residents can embrace rail transport.

  • Kenya Bureau of Standards (KEBS) in Recruitment Malpractices

    They included an inspection manager and a principal office administrator at the managerial level. Civil engineers, electrical engineers, pharmacists and mechanical engineers.

    The process haunts the management with Managing Director (MD) Bernard Njiraini and Principal Secretary Amb. Kirimi Kaberia taking the big chunk of blame for playing dirty in the whole recruitment process.

    According to an anonymous letter sent to some media houses and copied to other bodies by aggrieved staff, the recruitment process was largely flawed by the management. The staff are petitioning for an open recruitment process. Below attached is the letter.

    With the re-establishment of the East African Community (EAC) and Common Market for Eastern and Southern Africa (COMESA), KEBS activities now include participation in the development and implementation of SMCA activities at the regional level where it participates in the harmonization of standards, measurement of conformity assessment regimes for regional integration. KEBS operates the National Enquiry Point in support of the WTO Agreement on Technical Barriers to Trade (TBT).

    We are here to report recruitment malpractices at the Kenya Bureau of Standards.

    KEBS advertised 109 positions in the month of September 2021. The deadline for submitting applications was 10.09.2021.

    What happened is that the MD (Lt. Col (Rtd) Njiraini) took upon himself to invite the Ministry of Trade and Enterprise Development to be part of the shortlisting and interviewing process. This has never happened before because KEBS recruitments have always been transparent and very objective.

    We are made to understand this was done because of the directives from the Principal Secretary Amb. Kirimi Kaberia who is set to run for a political seat therefore he wants to use the employments to reward his political supporters in his village in Meru). Not only have that, the MD himself Mr. Njiraini wants to employ his county political associates for himself and for his friends.

    he MD flouted all the recruitment processes in KEBS overlooking the committee which is charged with the responsibility of all recruitment and instead appointed his spanner boys who do all his dirty jobs.

    Below are the names for the so-called shortlisting committee

    1. Murira- this is a Director who was appointed irregularly as a reward to Meru community. This is the man who has set up the whole process. First, he is not a member of the committee and he was appointed to chair the panel. He is been tasked to ensure the interest of the PS. Ambassador Kaberia, Board chair and the larger Meru interests are taken care of at the expense of other applicants.
    2. Kirimi is the mastermind of all the rumours and gossip in KEBS. He is the one in charge of the recruitment system and has ensured he tampered with the system. He gets information from the system and calls people demanding for money in return of recruitment. He is boasting all over that people should know that there are Meru’s at KEBS.
    3. Abdow- this is one of the most corrupt officers in KEBS. The MD uses him to carry out his dirty jobs at KEBS. He got in irregularly and has caused a lot of chaos in HR department since he joined the organization.
    4. Njeru- this is the officer from the Ministry ensure that all Mt. Kenya applicants specifically Gatundu, Meru and Embu are given the jobs.
    5. Miriam- this a very new Director and does not understand the malpractices in KEBS especially recruitments- she is a coverup to cheat the rest of us that the process is fair.

    The question is what is going to happen to the rest of Kenyans who have applied if this is what is happening?

    We understand there are internal employees who could have benefited from the recruitment but the advert was advertised externally so that it is used for political gains.

    According to Public Service Commission and KEBS HR policies, there is a committee charged with advising the MD in all recruitment process and the same has been completely ignored in this particular recruitment.

    The MD (Mr. Njiraini has completely run down KEBS since he joined KEBS in 2019. In fact he has been arrested in the past due to corruption. He is still in office courtesy of his godfathers. This MD became MD although he was number six during the interviews)

    We have written to your good office so that you can intervene by having the recruitment process stopped or cancelled until the MD appoints credible people to drive the process.

    This process is highly compromised, the end result is to benefit Mr. Kaberia (PS), Mr. Njiraini (MD), KEBS Board chair, HOD-HR and his woria friends in KEBS and outside KEBS.

    We are, once again, appealing to your good office to intervene by having this process stopped or cancelled altogether. As we are writing the same corrupt team is carrying out short listing.

    Njiraini has been exposed on corruption in many news sites and many times.

    In October, 2020 last year – KEBS was stopped from expanding a vehicle inspections tender following queries around the process.

    Parliament adopted a committee report that seeked to have Kenya Bureau of Standards (KEBS) Managing Director Bernard Njiraini held responsible for litigation that could arise from a controversial tender.

    In July 2020, EACC officers arrested Bernard Njiraini for frustrating graft investigations at the parastatal.

    Njiraini was arrested for refusing to give EACC detectives original documents related to multimillion-shilling tenders the commission is investigating.

    Njiraini was arrested as a penal consequence for failing to comply with a notice issued to him to surrender the documents.

    EACC had been investigating allegations of procurement irregularities and payment of bribes in respect of awards for tenders for provision of pre-export conformity of goods, used motor vehicles, mobile equipment and spare parts by Kebs. 

    The Public Investments Committee (PIC) recommended punishment for Mr Njiraini and the procurement team at Kebs for alleged impropriety in awarding a pre-export verification tender. The National Assembly adopted the report that recommended that the top officer at the state agency be surcharged in the event bidders challenged the award.

    The watchdog committee chaired by Mvita MP Abdulswamad Nassir also recommended that the Directorate of Criminal Investigations and Ethics and Anti-Corruption Commission probe the circumstances under which Kebs engaged blacklisted firms, EAA Company Ltd and Auto Terminal Japan.

    The Auditor-General had in a special audit recommended that the two firms be barred from engaging in such tenders. But the agency went ahead to engage them in its bid to have more firms inspect vehicles being imported into the country.

    In reference to the recruitment process, KEBS has issued a rebuttal to the claims raised by the staffers in the anonymous mail. While replying to the consumer body Cofek, Kebs management and by reflex, are denying any wrong doing in the recruitment.

    They said in part “the shortlisting committee for this recruitment was duly appointed in line with its internal processes and the KEBS Human Resources Policy. The ministry of industrialization, trade and enterprise development is the parent ministry (the ministry) to KEBS and is therefore engaged and consulted by KEBS as and when necessary, In this case, the ministry is providing technical and professional human resources support during the recruitment process.”

    Section 5 of the Standards Council Act which establishes KEBS only requires KEBS Council to consult with the ministry on the appointment of the director (CEO/MD) of KEBS, not the rest of the staff.

    1) The Minister shall, on the advice of the Council, by notice in the Gazette, appoint a Director of the Bureau who shall be the chief executive officer of the Bureau.

    (2) The Council shall, after consultation with the Director, appoint such members and staff of the Bureau as the Council may deem necessary for the proper performance of the functions of the Bureau under this Act.

    While replying to Keb’s rebuttal, the consumer body has further poked holes in the denying statement.

    It is not clear why the ministry and or principal secretary, who sits on the Standards Council, will still have himself and or a nominee on shortlisting committees for internal and or externally advertised jobs. Cofek equally remains a stranger to the KEBS Human Resources Policy – where no specific section was quoted in the KEBS generic response – that was more of a veiled threat than the salient information sought.“

    We’ve also learnt that KEBS threatened Cofek to pull down article they had posted earlier on the recruitment petition claiming it had dealt them an unstated disrepute. Suspiciously, they want article taken down without convincing evidence that it was malicious, this is a common threat from corrupt leaders who want to hide information from the public and continue operating in secrecy.

    Cofek has refused to give into their demands, “

    KEBS is a key consumer protection agency. Its a primary partner to Cofek. Recruitment of its’ human resources is, therefore, a critical component of consumer protection. It cannot be gainsaid. Again, in light of Article 10 and especially 35 of the Constitution, information held by government and required in the public interest ought to be released to the public. It is the legitimate expectation that KEBS will provide the required full information.” The body stated.

    Unclaimed Financial Assets Authority (UFAA) has launched a new digital platform to facilitate easier filing, processing and disbursement of funds and assets.

    UFAA Chairman Richard Kiplagat said that the monies in the trust are invested in the government to ensure there is no risk.

    Kiplagat said that UFAA looks forward to doubling the number of claims for reunifying.

    The authority said that it aims to provide customer-friendly services and to make their service available in Huduma Centers across the country.

    He said the authority intends to do away with manual filing of claims to facilitate easier processing and disbursement of unclaimed financial assets in cash, bonds, stocks and other financial assets.

    The Authority is also deploying an online holders’ reporting and surrenders system that will make it easier for holders to submit and surrender unclaimed financial assets in their possession.

    UFAA Chairman said that the authority will be working with the office of the Auditor-General to facilitate audits of public sector agencies on compliance with unclaimed financial assets reporting and surrender.

    UFAA is an authority created under the Unclaimed Financial Assets Act, No 40 of 2011 to administer unclaimed financial assets. UFAA’s primary focus is to receive unclaimed financial assets from the holders, safeguard the assets and reunite the assets to their rightful owner.

    A baseline survey report on the current state of unclaimed financial assets was released by Unclaimed Financial Assets Authority (UFAA) has revealed that the current unclaimed financial assets in the country are estimated at Sh241,105,748,942.

    The survey which was conducted to determine the number of holders and estimate the volume of unclaimed financial assets held by each holder and cumulatively across all sectors in the country showed that the current estimated unclaimed financial asset holders who include institutions in the country are 477,112.

    Announcing the findings of the survey in Nairobi, UFAA Chief Executive Officer, Mr John Mwangi, explained that the Authority’s mandate is to bring closure to ‘lost and found’ financial assets, receive unclaimed financial assets, safeguard and re-unite the assets with their rightful owners, who at times are not aware of their abandoned treasure.

    “UFAA’s performance is based on the number of claimants re-unified. So far the Authority has collected a total of Sh20.3 billion in cash, Sh1.2 billion unit of shares, received 6,000 claims and issued Sh1 billion payouts in 2021,” said Mwangi.

    He expressed that the Financial Services Sector has the highest holding of approximately 62 per cent of the total unclaimed financial assets and the projected unclaimed financial assets over the next 5 years is estimated at Sh156 billion.

    Explaining that financial assets are declared unclaimed when there is no active involvement by users for a period of 2 years, the CEO said the unclaimed money by the Authority is invested in government securities so as to accrue interest that is channelled to unclaimed Assets Trust Fund.

    “UFAA is urging all citizens to claim their financial assets and that of relatives by dialling a short code of *361# or visiting their website,” said Mwangi.

    He said the code will help citizens find out whether they have unclaimed financial assets as an original owner or on behalf of a minor, business entity and deceased persons.

    In his remarks, UFAA Chairperson, Richard Kiplagat, announced that the Authority has introduced Unclaimed Financial Assets Management (UFAM) System that is designed to facilitate easier filing, processing and disbursement of unclaimed assets through the internet, as well as provide compliance services where UFAA can carry out audit procedures to holding institutions.

    “The reunification process has been made easier through the self-service UFAM system to allow a claimant to search for an asset, file a claim, download the required documents and track the claims,” said Kiplagat.

    The Chairperson said to favour those with no access to the internet, UFAA has partnered with Huduma Kenya to make asset claiming services available in all Huduma Centers across the country.

    “Through a partnership with government entities and technology companies, the Authority will continue with sensitization efforts that help target holders and claimants increase declarations to the authority and re-unification of unclaimed financial assets,” he said.

    Kiplagat further urged all institutions that are holders of unclaimed financial assets to submit reports of unclaimed finance that they hold before November 1, 2021.

    Liverpool’s quiet summer transfer window was well documented as they look to wrestle back their Premier League crown.

    The Reds’ resources came under the spotlight last term as defensive injuries took apart their backline.

    Jurgen Klopp has been happy to prioritise continuity over fresh faces with Liverpool’s XI largely maintaining the same look for several years now.

    The departure of Gini Wijnaldum certainly leaves a sizeable hole, but Klopp has backed youth to fill the void.

    We take a look at the club’s summer dealings.

    All three found themselves sidelined for lengthy periods which left Klopp light at the back.

    He raided the Bundesliga outfit to sign Konate, a man who had long been on his radar.

    The Frenchman looks ready made to suit the Premier League and has had Champions League exposure, which will also be a plus.

    Klopp will now have to settle on a centre-back pairing as there will be a reluctance to keep chopping and changing.

    It means Konate may find himself as a sub more often to start with before he looks to assert himself, potentially at Joe Gomez’s expense.

    Losing a player of the Dutchman’s calibre is never easy, but having to go on without a replacement just deepens the blow.

    It became apparent around the New Year that Wijnaldum was unlikely to sign a new deal but he continued to be a regular.

    Eventually he left for PSG and Liverpool opted against adding a replacement.

    Now Klopp is lucky enough to have a host of options at his disposal in the middle of the park and Harvey Elliott is set to be the big winner.

    Nevertheless, Wijnaldum has been a crucial part of Liverpool’s success and letting him go without adding someone of similar quality may prove costly.

    It was something of a double edged sword this.

    Wilson had proven at Bournemouth that he was capable of playing top flight football, having impressed on loan.

    Last season he again headed away, this time to Championship side Cardiff City, and has now moved to Fulham.

    If Wilson were going to be handed a first team run you’d have thought Klopp would’ve done so by now.

    Failing to do so perhaps suggested he was happy to look elsewhere, and getting north of £10m for him represents good business.

    The Swiss star headed to Anfield on a free and has proved to be a good squad player, so whatever decision Liverpool made was going to be a good one.

    Shaqiri’s two goals against Manchester United in 2018 will ensure he lives long in the memory of the Anfield faithful.

    The 29-year-old has moved to Lyon for just shy of £10m.

    Opportunities were set to be few and far between so there was a willingness from the player to move on and the cash from his sale helped counteract the investment in Konate.

    The 7th Annual Devolution Conference that was to take place in Makueni County next week has been postponed indefinitely.

    This follows a review of Covid-19 containment measures announced by President Uhuru Kenyatta Tuesday banning physical and in-person public gatherings and meetings, including political rallies and campaign meetings for impending by-elections for a further 60 days.

    The conference was to start on Monday, August 23, and close on Thursday, August 26 at  Makueni Boys High School.

    “The Steering Committee of the 7th and final Annual Devolution Conference hereby notifies members of the public on the inevitable postponement of the Devolution Conference. This is premised on the Presidential directive issued on 18th August 2021, vide Public Order No. 5 of 2021 on Coronavirus Pandemic suspending all public gatherings and in-person meetings. The Steering Committee shall communicate on the new dates in due course” announced the Council of Governor’s chair Martin Wambora.

    The Council urged Makueni residents to take advantage of the ongoing mass vaccination exercise to safeguard their health in the wake of soaring infection and death rates.

    “We urge all residents of Makueni County and the neighboring Counties to continue with the vaccination exercise in readiness for the conference” stated the committee.
